State Duma Proposes Higher Family Mortgage Cap to Match City-Scale Price Growth

The State Duma Committee on Construction and Housing and Utilities has submitted a formal appeal to the Ministry of Construction, proposing to raise the maximum loan amount for a family mortgage in more than a million cities from 6 million to 12 million rubles. According to a member of the committee, Sergey Kolunov, families with children in the largest cities are hard-pressed to secure a mortgage set at 6 million rubles. Over the past year, the cost of housing per square meter in more than a million cities has risen by more than 15 percent, with some locations showing increases exceeding 20 percent. For instance, Kazan saw a 28.3 percent rise, Krasnoyarsk 22.7 percent, Samara 46.8 percent, and Voronezh 24.7 percent in housing prices.

Izvestiya, citing Ildar Khusainov, the director of the Etazhi federal company, reports that the average price of two-bedroom apartments nationwide now tops 6.9 million rubles, while three-bedroom units average about 8.8 million rubles. These figures reflect the broader trend of rising housing costs that influence mortgage affordability for families seeking to purchase homes in major cities.

Vitaly Mutko, former CEO of DOM.RF, notes that family mortgage issuance in Russia increased by about 70 percent in the previous year, highlighting a significant uptick in demand that accompanies the shifting price landscape (Source: News).
