Deputy Prime Minister Marat Khusnullin spoke at a joint session of the relevant State Duma committees, highlighting a notable milestone: Russia now surpasses China in the rate of housing commissioning per capita. The official noted that the country has achieved a higher pace of new housing completion on a per-person basis, signaling meaningful progress in addressing demand for affordable homes across the nation.
Khusnullin emphasized that current residential stock averages about 27 square meters per person. He projected that the ongoing state housing program would lift this figure to roughly 33 square meters per person by 2030, with a further rise to about 36 square meters per person anticipated by 2036, reflecting a sustained push to improve living space availability for households nationwide.
The Deputy Prime Minister also cited preliminary data forecasting a 7 percent expansion in the construction sector for 2023, noting that the growth rate over the previous four years has reached approximately 23 percent. This trajectory underscores a resilient industry amid geopolitical and economic headwinds, supported by policy measures and public investment aimed at modernizing infrastructure and expanding housing supply.
Khusnullin reiterated that improving living conditions for multi-million households remains a top priority, with a target of enhancing housing conditions for 5 million families annually. Last year, the government surpassed 4 million families—about 10 million people—for the first time, marking a significant step in nationwide housing improvement and social welfare goals.
In related discussions, the public discourse has also focused on practical strategies for households to reduce mortgage costs, reflecting a broader effort to make homeownership more accessible amid varying interest rates and lending conditions.
Earlier government initiatives had promised accelerated modernization across housing and communal services, signaling a comprehensive program to upgrade urban and rural infrastructure, improve energy efficiency, and streamline service delivery for residents across the country.
