Officials noted that the protocol was endorsed by Russia’s and Belarus’s energy ministers, Nikolai Shulginov and Viktor Karankevich, who also explored options for maintaining reliability in the two nations’ interconnected energy networks during their talks.

In addition to the price framework, the ministers discussed ongoing initiatives aimed at integrating the two countries’ energy systems and the broader effort to align regulatory and market practices within a single gas market framework.

The accompanying statement highlighted the long-standing, strategic nature of the Russia-Belarus energy partnership and emphasized constructive cooperation built up over many years between the two states.

During the discussions, Shulginov recalled earlier February statements concerning pricing benchmarks and reaffirmed that Russian gas supplied to Belarus is expected to reflect the 2022 level.

Last year, Belarus paid about 128.5 dollars per thousand cubic meters for gas from Russia, a rate that framed the bilateral pricing discussions and informed the current protocol negotiations and future pricing expectations.
