Rostelecom and Alfa-Bank advance digital financial assets on the A-Token platform

Rostelecom, in partnership with Alfa-Bank, has completed the third issue of digital financial assets on the A-Token bank platform. The move signals a commitment to using digital financial instruments with institutional and private investors, aiming for ongoing deployment in the company’s liquidity and financing activities. The Alfa-Bank press service disclosed this development.

The collaboration is focused on expanding business-to-business financing through digital financial assets. The teams recognize that the DFA market is expanding and gaining traction, creating a solid foundation for intercompany financing and treasury loans with maturities from one day to three to six months. The growth of this market is viewed as a lever for optimizing cash flow management and broadening access to capital across corporate ecosystems.

As an example, one-day Rostelecom DFAs valued at 1 billion rubles, issued under the FINOPOLIS-2023 framework on the A-Token platform, were absorbed by investors in a matter of hours. The third joint issue is anticipated to provide investors with fixed interest income about 21 days after placement, reinforcing the instrument’s reliability for short-term liquidity strategies.

Sergei Anokhin, First Vice President and Chief Financial Officer of Rostelecom, stated that the company has evolved beyond pilot testing of these tools and has entered a phase of steady, structured financing and liquidity management using digital instruments. The message underscores a shift toward regular financing activities through new capital-structuring solutions and enhanced liquidity governance.

He added that the organization aims to broaden the scope of CFA issues to secure favorable financing conditions. A longer-term strategy envisions expanding the range of available financial instruments to promote balance, stability, and adaptability in Rostelecom’s debt portfolio. The approach also seeks to grow the base of investors and creditors, contributing to the maturation of markets for new financial instruments.

Alfa-Bank also highlighted that investors can participate directly in CFA issuances from any account held by a company or an individual. Investor assets are accessible through the mobile app for retail clients and via the web interface for corporate users, reflecting the bank’s emphasis on user-friendly access and scalable deployment.

Vladimir Voeikov, director of large and medium-sized enterprises at Alfa-Bank, noted that during a year of operations, A-Token has earned a status as a leading digital financial services platform. The endorsement points to growing trust from tens of thousands of investors, including institutional participants, who rely on the platform for liquidity and capital market needs. The involvement of Rostelecom, a systemically important company, in digital liquidity tools is presented as a catalyst for broader market development and increased overall investment activity.

Voeikov also indicated that the bank plans to launch a series of partner issuances in the near term, aimed at attracting a wide spectrum of investors and further expanding access to digital financing options. The plan aligns with a broader industry trend toward modernizing treasury management through digital assets and advancing corporate finance in a way that complements traditional funding channels.
