In June 2023, 50,000 remote housing loan repayment applications for families with multiple children were approved, according to the press service of DOM.RF. The figure underscores the impact of a service that enables online interactions among applicants, the government, and lenders, a capability introduced through a joint effort by DOM.RF and the Ministry of Digital Development on the Gosuslugi portal in August 2022. The aim was to streamline the process by removing the need to visit bank offices for payments, creating a smoother, more accessible path to support.
The shift to digital processing brought a noticeable acceleration in handling appeals. The workflow increasingly moved from manual to electronic, reducing processing times and cutting the number of human steps to a minimum. Previously, beneficiaries often had to approach the bank that issued the mortgage to secure assistance; today, online channels handle the majority of actions.
Vitaly Mutko, the director general of DOM.RF, highlighted that backing families with children stands as a central objective of the current social policy. He explained that ongoing programs target the core issue for many Russians—housing—and provide practical relief through streamlined support.
Overall results show substantial effects: more than 550,000 families with multiple children have reduced debt levels and, in many cases, completed loan repayment through subsidized mortgage payments. To keep the process fast, the remote route was designed to process submissions quickly via Gosuslugi. The experience gained with the Ministry of Digital Development is expected to inform future government support measures, expanding digital delivery across programs.
Oleg Kachanov, deputy head of the Ministry of Digital Development, noted that subsidy applications to settle a mortgage can be completed entirely online, avoiding bank visits and saving time for applicants. Eligible users must have an verified Gosuslugi account to file for the subsidy, which can either lower monthly payments or shorten the loan term.
Earlier reports noted that DOM.RF had placed mortgage-backed bonds tied to new constructions for the first time, acting as guarantor for a mortgage bond issue totaling 17.4 billion rubles. This development reflects ongoing efforts to support the housing market and broaden access to financing for buyers.
