The 2023 Priority Leasing Program for Small and Micro Businesses
In 2023, small and micro enterprises can access preferential leasing totaling 2.4 billion rubles through KOBI Leasing, a subsidiary of KOBI Corporation. Alexander Isaevich, the Director General of the SME Company, announced this, as relayed by the organization’s press service.
Under the program, entrepreneurs have the chance to lease equipment at reduced rates to bolster their operations. Isaevich noted that Russian-made equipment can be purchased at 6 percent per year, while foreign equipment is available at 8 percent, with financing ranging from 500 thousand to 50 million rubles.
He described the continued rollout of the preferential leasing program as part of government support for small and medium-sized enterprises within the national project dedicated to SME development.
The 6 percent and 8 percent rates are designed to help entrepreneurs acquire essential machinery under favorable terms, boost production, and create new jobs. In turn, this support is expected to accelerate growth across the SME sector as a whole.
Under the Priority+ initiative, the concessional lease is limited to brand-new production equipment. With regional guarantee support, the down payment can be as low as zero. Lease terms range from 13 months to seven years, and an individualized repayment plan is available, including optional deferrals. In addition to this product, the SME Company is preparing to launch a Priority program with a leasing limit of up to 100 million rubles.
Isaevich emphasized that financing under this program will draw from external sources, enabling government-backed support to reach a total of 7.1 billion rubles, including allocations for medium-sized enterprises. The program aims to cap rates at 6 percent plus the Central Bank’s policy rate for medium-sized enterprises up to 100 million rubles, and at 7 percent plus the key rate for small enterprises. For micro-enterprises, the rate is 7.5 percent above the Central Bank’s key rate, with a ceiling of 50 million rubles.
A dedicated service has been activated on the MSP.RF digital platform to accept leasing applications, streamlining the process for interested businesses.
This support for Russian business falls within the framework of the national project Small and Medium Enterprises, administered to advance SME growth and sustainability.
