According to materials covering the budget, a little over 2.74 trillion rubles have been allocated. Of this amount, more than 940 billion rubles are designated as current funding, with an additional 901.6 billion rubles earmarked to be allocated in the near term. An extra 904 billion rubles are planned to be sourced from non-budgetary streams. There is also discussion of potential contributions from labeling and recycling fees for electronic devices as a way to shore up financing for the initiative.

Market analysts pointed out that the original plan included placing labels on LEDs to curb counterfeit goods. In recent developments, the government has shifted focus, considering labeling and disposal fees for radio electronics as a broader mechanism to support program goals. An unnamed publication source indicated that the list of recyclable goods could later expand to include consumer electronics and computers, widening the scope of potential funding channels.

There was a notable response from the Russian Association of Commercial Companies and Manufacturers of Electrical Household and Computer Equipment, known as RATEK. The association stated that it did not participate in the initiative, noting that any disposal fee could be integrated into production costs. There is a clear expectation, however, that such fees should ultimately contribute to the disposal of electronics rather than simply fund the budget.

Towards the end of April, RIA Novosti reported that Malaysia would consider all requests from the Russian Federation for the supply of electronics and essential components for various types of equipment. The development speaks to a broader international dimension for the program, with potential implications for supply chains and technology imports as the 2030 milestones approach.
