The Russian Ministry of Labor has circulated a draft Cabinet decision aimed at broadening the labor mobility program. The plan would extend the program’s reach beyond its current beneficiaries to include companies operating in key economic sectors that have been identified as priorities for growth. When calculating the level of assistance, the document notes that the funding would amount to roughly 12 times the minimum wage, equating to about 300,000 rubles for each employee brought on under the program. This figure takes into account insurance contributions and regional coefficients that adjust the support to local conditions, ensuring the aid aligns with varying labor costs across regions.

The scope of coverage under the proposal would include the costs of recruiting workers who relocate within the same region as well as those hired from other parts of the country. By supporting both intra-regional mobility and interregional recruitment, the plan seeks to simplify the movement of labor to areas experiencing demand, while also stabilizing wages and employment opportunities in priority sectors.

In addition to expanding eligibility, the Ministry previously advised employers to consider quotas for workers with health impairments, tailoring opportunities to the specific needs of different disability groups. This measure underscores a commitment to inclusive hiring practices within the framework of the program and reflects ongoing efforts to balance labor demand with social responsibilities.

Earlier reports noted that participation under the mobility program is contingent on alignment with the job profiles offered by employers. In cases where migrants accept positions that do not match their qualifications or areas of expertise, authorities reserve the right to reassess their status within the program, potentially leading to removal from the country if required. Such stipulations are designed to safeguard the integrity of placements and ensure that state-backed support translates into productive employment that benefits both employers and workers.
