Russia’s leadership announced a new housing assistance initiative designed to help thousands of citizens secure homes. A program for issuing and distributing housing certificates in 2023 was approved by the prime minister and presented by the government press service for nationwide awareness. The plan aims to provide more than 2,500 Russians with certificates that can be used toward the purchase of housing financed from the federal budget.
Under the 2023 allocation, the federal budget earmarked a total of 12 billion rubles to support eligible families and individuals. Among those who qualify are victims of the Chernobyl disaster, internally displaced persons, migrants arriving from Baikonur, and residents in northern and remote regions who face higher living costs. The program is structured to ensure these groups gain access to safe, affordable housing and improved living conditions.
Certificate recipients have two viable paths. They can relocate to communities that offer comprehensive social infrastructure, including healthcare, education, and transportation, or they can upgrade to a larger, more comfortable apartment within their current city if a suitable option exists. The overarching goal is to improve housing quality while maintaining stability for families and communities.
During October, Deputy Prime Minister Marat Khusnullin provided a briefing noting progress on the program. He highlighted that residents in the Kherson region began receiving their first housing certificates, with initial distributions taking place in Krasnodar Territory and Stavropol Territory. This signals a phased rollout intended to extend benefits across multiple regions and ensure timely, effective use of the subsidies for housing needs.
The housing certificates function as a practical tool to bridge gaps in affordability and access. By aligning federal funding with targeted humanitarian and regional needs, the government aims to support populations facing housing insecurity and to stimulate the development of better living environments in eligible areas. The program emphasizes mobility and choice, enabling beneficiaries to select accommodation that meets essential standards while remaining within reach of family networks, work, and social services.
