The rationale centers on easing the financial burden for households and improving access to cooling solutions during extreme weather periods, which can pose health risks and contribute to dehydration and heat-related stress for vulnerable groups, including children and individuals with heart conditions. Authorities noted that the cost of purchasing and installing an air conditioner can range widely, reflecting a need for balanced support measures.
