Google Faces Bankruptcy Proceedings in Russia Amid Creditor Claims and Regulatory Fines

According to a report from TASS, Google currently owes more than 20 billion rubles to its creditors in Russia. The disclosures were included in official documentation cited by the agency.

During the initial creditors’ meeting, claims against the Russian division of Google amounted to 97.2 percent of the total, surpassing the 20‑billion-ruble threshold. The assembly decided to petition the Moscow Arbitration Court to recognize the Russian subsidiary of Google Corporation as bankrupt and to initiate a bankruptcy case against it.

Already in May 2022, Google’s Russian subsidiary signaled its intent to seek bankruptcy protection in court. The Arbitration Appeals Court has previously granted the first stage of bankruptcy proceedings, commonly referred to as observation, for Google LLC.

More than a thousand Russian companies have filed claims against Google, with the majority centered on failures to provide advertising placement services.

On August 17, a Moscow court imposed a fine for disseminating misinformation about the progress of Russia’s special operation in Ukraine and for other information deemed prohibited by Russian law.

Separately, there are discussions about Google enabling Android smartphones to send messages via satellite networks in the near future, a development that could shift how devices communicate beyond traditional mobile networks.

These developments illustrate the broader regulatory and commercial pressures faced by Google in Russia, where court actions, creditor claims, and compliance with local restrictions shape the company’s operations and strategic responses. Analysts note that outcomes from the bankruptcy process could influence the balance of claims, the distribution of assets, and the company’s ability to continue providing digital advertising services and other technologies within the country.
