The Federation Council has urged the government of the Russian Federation to implement import quotas on pesticides with the goal of achieving full substitution within a three year period. This stance was disclosed in media reports citing the council’s actions following the government hour.

Senators called for a clear limitation on the import of plant protection products for Russia, arguing that domestic producers should be prioritized to expand their share of production capacity. The plan envisions import substitution that guarantees a complete, self-sufficient supply of pesticides produced domestically within the next three years as part of a broader industrial program.

Another suggested step to bolster Russian producers involves lowering the tax on profits for Russian companies that export pesticides to friendly nations, thereby encouraging greater domestic output and international trade in agricultural inputs.

Andrey Guryev, former chairman of the Russian Fertilizer Producers Association, has stated that Russia stands ahead of the United States and India in mineral fertilizer production and ranks second globally, behind China, underscoring the country’s strong position in this sector.
