Following the rollout of the 10th EU sanctions package against the Russian Federation, the list now names 1,473 individuals and 205 organizations. This tally comes from the European Council’s official updates. The package was published late on February 25 in AB magazine, signaling a new wave of measures designed to constrain financial and operational activity tied to those named.

The measures block assets held by these defendants and prohibit EU citizens and companies from providing funding or services. In addition, individuals on the list face a travel ban that bars entry into or transit through the European Union, curbing movement and access for sanctioned figures.

Adopted on the evening of February 24 after extensive deliberations, the tenth package expands the sweep of restrictions. It targets 87 natural persons and 34 legal entities, including major financial institutions such as Alfa-Bank, Rosbank, and Tinkoff Bank. The package also places sanctions on significant state-linked entities and media groups, including the National Welfare Fund (NWF), the All-Russian Popular Front (ONF), and the Russia Today media group, among others.

The sanctions list extends to structural components of the Russian state, covering the Ministry of Defense’s organizational structures and the Russian Foreign Intelligence Service. This broad approach aims to reduce the ability of targeted groups to raise funds, manage assets, or influence Western markets and information ecosystems. [Citation: European Council]
