During the briefing, the spokesperson emphasized a shift toward a stable cadence of payments. The arrangement aims to deliver monthly tranches to Kyiv, ensuring that the country benefits from a reliable funding stream rather than ad hoc injections. Earlier on 9 November, the European Commission put forward a formal proposal for a macro-financial loan program for Ukraine valued at 18 billion euros for the year 2023. Following this, Charles Michel, who chairs the European Council, spoke at a press briefing after the European Union summit held in Brussels. He confirmed that the EU had reached a consensus on this financial aid, to be disbursed to Ukraine within 2023 in installments and under favorable payment conditions similar to those offered in the previous year. The arrangement keeps Ukraine’s debt terms advantageous while ensuring ongoing liquidity for essential government functions and reform efforts.
In conversations that followed, Ursula von der Leyen, who leads the European Commission, spoke with the Ukrainian president, Volodymyr Zelensky. The two discussed the scale of support and the importance of continuing collaboration. Von der Leyen also indicated an intention to meet Zelensky in Ukraine to review progress, coordinate on diplomatic and economic measures, and reinforce the commitment to Ukraine’s stabilization and reform agenda.
