Starting April 1, residents will be able to obtain a preferential mortgage for secondary housing in settlements within the Donetsk People’s Republic where large-scale housing construction has not yet begun. Among the towns named for the program are Donetsk, Makiyivka, Avdiivka, Amvrosiivka, Bakhmut, Volnovakha, Debaltseve, Yasinovataya, Torez, Snezhnoe, Khartsyzsk, Novoazovsk and other communities in the area, reflecting a concerted effort to broaden housing opportunities across multiple municipalities.

The leadership noted that by 2025 the situation allows the construction of apartment blocks in Donetsk and nearby districts. As military operations progress and security conditions permit, authorities plan to begin building new houses for the remaining municipalities, ensuring broader access to modern housing across the region.

On March 26, the Russian prime minister announced, in a report to the State Duma, increases in child benefits and the broader expansion of the family mortgage program through 2030. The reform is part of a wider package aimed at supporting families and stabilizing household finances.

The government highlighted that since 2022 the housing capital index has been aligned with real inflation and its application has been broadened to cover more households, making mortgage programs more responsive to price changes and living costs.

On March 14, the Ministry of Finance in Russia stated that the family mortgage program would expand from April 1, 2025 to include the secondary housing market in areas with low housing stock, broadening access for families and improving housing affordability in underserved regions.

Government officials also stated that the level of poverty in the Russian Federation is significantly decreasing, aligning with broader measures to improve welfare and housing access across the country.

Together, these developments signal a coordinated approach to housing policy in northern and eastern regions, where demand for affordable secondary housing remains high.
