Arctic Mortgage Initiative Expands Access to Northern Home Buying

On November 1, Russia launched a new preferential program named Arctic Mortgage. The rollout, reported by major news agency TASS, marks a targeted effort to support home purchases in northern regions. The initiative is designed to operate across several areas, with a focus on the Murmansk region and the Nenets, Yamalo-Nenets, and Chukotka Autonomous Okrugs. In addition, the program is set to extend to the northern municipalities of the Arkhangelsk region, the Krasnoyarsk Territory, Yakutia, Karelia, and Komi. The geographic scope reflects a policy approach that prioritizes housing access in sparsely populated, resource-driven zones where infrastructure and mobility can be challenging.
