The fair minimum wage (minimum wage) for Russians is on average 30-35 thousand rubles. BitRiver financial analyst Vladislav Antonov told socialbites.ca.
“To determine a fair minimum wage for 2025, it is first necessary to take into account the real level of inflation and the increase in prices of basic goods and services, which often exceed official figures. It is also important to take into account regional differences in the cost of living, the ratio of the minimum wage to the average salary, as well as the capabilities of the budget and the economy as a whole. “Given the real increase in prices, the minimum wage of 22,440 rubles planned for 2025 may be insufficient,” explained the expert.
In his opinion, a fair minimum wage should ensure not only payment for public services, but also the opportunity to purchase quality food, pay for basic services (transport and communications), purchase necessary clothes and shoes, medicine and basic medical services. Set aside a small amount for unexpected emergency expenses.
To calculate the optimal minimum wage, Antonov proposed an approach that involves a detailed analysis of the consumer basket in different regions, taking into account real price increases, setting the minimum wage at the level of at least 60-70% of the average salary. Introducing regional coefficients that will take into account the cost life difference instead of the planned 48 percent in the country, and ensuring that the minimum wage is indexed according to real inflation on a quarterly basis.
According to the analyst, achieving this minimum wage level will require revision of budget policy, promotion of the increase in labor productivity, the fight against the informal economy and informal wages, as well as support for small and medium-sized enterprises to compensate for increased labor costs.
On September 30, the government submitted to the State Duma a bill establishing the minimum wage in the amount of 22,440 rubles from 2025. Now the minimum wage is 19,242 rubles. According to the law, the minimum wage includes, in addition to salary, incentive payments such as a bonus related to work quality.
