This is what Anastasia Morgunova, co-founder of the company “My Business”, told socialbites.ca.
“It would seem, what does the employer have to do with it? After all, the employee’s tax is increasing. Personal income tax is a citizen’s personal tax. The employer acts as a tax agent who calculates the tax, deducts it from the employee’s income and transfers it to the budget. But due to the increase in taxes, the employee will receive less money. “Although the workload will remain the same as before,” Morgunova said.
According to him, a person who receives a salary of 250 thousand rubles per month will have to pay about 12 thousand rubles more in annual personal income tax. The calculation takes into account one important nuance: the increased personal income tax rate will not be automatically applied to the entire annual income, but only to the amount for which the threshold of 2.4 million rubles per year (200 thousand rubles per month ) has been exceeded.
Morgunova recommended that employers warn staff about the changes in advance to avoid unpleasant surprises. The expert suggested that the majority of high-paid employees will want to offset the increase in their tax burden by increasing their income.
Therefore, most employers are already calculating their strengths and analyzing the financial situation in the company: is it possible to raise salaries so much that employees will not notice the increase in the tax rate, Morgunova added. That is, an employee who receives 250 thousand rubles per month will have to increase his salary by at least 1.2 thousand rubles per month. Then his annual income will be almost the same as with the usual tax rate of 13%.
Morgunova allowed to increase wages in regions where there is a shortage of personnel and where high-paid and highly qualified specialists are needed. For example, this will certainly happen in the IT sector, the expert explained. However, Morgunova concluded that the introduction of an increased scale of personal income tax will not greatly affect the average level of wages.
Previously, the personal income tax rate was 13 percent for annual income up to 5 million rubles and 15 percent for earnings over 15 million rubles. That is, there was a two-level taxation scale. From 2025, the scale changes to five levels, with a maximum tax rate of 22%. The tax will depend on the annual income level:
*Up to 2.4 million rubles – 13%
*2.4 million to 5 million rubles – 15%
*From 5 million to 20 million rubles – 18%
*From 20 million to 50 million rubles – 20%
*More than 50 million rubles – 22%.
