The State Transport Leasing Company (STLC), acting as the sole supplier, stated that the advance was made in accordance with the rules of treasury support. The State Transport Leasing Company admitted that some manufacturers are not ready to work with the treasury accounts through which payments are made. Only 13 of the 140 required accounts are open.
