After the moratorium on control measures in Russia is lifted, planned business inspections may be replaced by preventive visits from regulators as early as 2025. As the newspaper writes “News”The Ministry of Economic Development proposes to limit ourselves in the future only to preventive visits to enterprises.

Exceptions will be made for high and extremely high-risk facilities such as nuclear power plants, hydroelectric power plants, chemical plants, as well as businesses producing meat, fish, milk and other products. These facilities will continue to be under constant surveillance.

The updated information is included in department documents sent to consumer protection agency Shield.

At the same time, well-known people applied to the ministry with a request to bring the organizations involved in the violations to administrative responsibility.

The Ministry of Economic Development said that facilities that do not belong to the high and extremely high risk level are not currently inspected according to plan: by order of the president, a moratorium on such inspections was implemented in 2022 and will remain in force until the end of 2024.

For these organizations, the possibility of unplanned inspection is provided in case of emergency situations provided for by the moratorium, for example, it may be a threat to life and health, the emergence of emergency situations or violation of mandatory requirements.

The main difference between preventive visits and inspections is that the first do not involve the imposition of penalties, but are aimed at improving the functioning of the institution. Over the past year, the number of preventive measures has increased significantly: inspectors carried out more than 1 million such visits, which is 3.2 times the number of inspections in the same period.

The transition from inspections to preventive visits and the development of a risk-based approach are the main goals of the reform of control and audit activities, the publication said.
