Decisive measures were taken to combat this situation at the third session of the Meeting of the Parties to the Protocol on the Suppression of Illicit Trade in Tobacco Products, held from 12 to 14 February in Panama. Session participants discussed important issues regarding the implementation of the Protocol and the financing of health programs. WHO estimates that eliminating illicit trade would generate $47.4 billion in global tax revenue annually.
The session adopted the Panama Declaration, which called on governments to step up efforts to curb the illicit trade in tobacco and not give in to pressure from the tobacco industry. The head of the secretariat of the WHO Framework Convention on Tobacco Control drew attention to the important decisions taken at the session to improve tobacco traceability systems and research in this field.
The protocol, which came into force in 2018, aims to completely eliminate illegal trade in tobacco products through the joint efforts of countries. Russia has not yet joined this document.
