According to experts, the solution lies in expanding the list of social programs and improving working conditions.
The imbalance in the labor market is caused by excessive income differentiation in the Russian economy. Higher wage brackets increase demand for low-skilled jobs in other sectors. This is stated in an article by Ekaterina Edinak, a researcher at the National Institute of Economic Forecasting of the Russian Academy of Sciences. The material was published in the January issue of the journal “Forecast Problems”.
For example, companies in the chemical industry (excluding pharmaceuticals) create twice as many jobs in related fields as the industry itself. Vehicle and equipment production tripled. There is also a demand for mostly unskilled workers. The author writes that, for example, the development of a new car model requires an increase in the number of workers who will assemble it.
There is another side to the issue. In high-tech sectors, the demand for the labor of high-earners and low-paid workers (waiters, nannies, caregivers, gardeners, salespeople) is increasing. Because they visit restaurants more often and prefer to delegate responsibilities at home to others.
Therefore, economic recovery does not always lead to an increase in income, and the development of knowledge-intensive industries can change the structure of employment. The study’s authors conclude that this prevents economic growth from translating into rising wages and reduced income inequality.
