Changes to the set of rules for the design of shopping and entertainment centers (SEC) in Russia are planned to be approved by the end of the year. General Director of the Russian Council of Shopping Centers (RSTC) Oleg Voitsekhovsky noted that it is necessary to update the set of rules in the context of the evolution of shopping centers towards shopping and public centers. He emphasized the importance of saving space, especially in areas where construction is dense. The new edition of the Code introduces a flexible planning structure. It will now be possible to relocate power points. Requirements regarding the places where goods will be unloaded and delivered have also been changed. Currently this is only allowed indoors, but once the changes are approved it will be possible to do this outdoors as well.
Deputy Minister of Construction, Housing and Communal Services of the Russian Federation Sergei Muzychenko noted that shopping and entertainment centers are an integral part of modern cities. He emphasized that their main feature is the diversity of design solutions and planning structures combining trading floors, entertainment complexes and dining areas.
The changes will also ensure consistency of the set of rules with updated sanitary and epidemiological standards (SanPiNs). This will allow developers to design faster as they will not need to adapt their projects to SanPiNs independently.
In addition, it will be possible to establish parking lots equipped for charging electric vehicles and to activate automatic information systems in shopping center car parks.
