According to the authors of the initiative, currently fuel pricing in Russia does not depend on market factors, and price increases are “uncontrollable and irregular.” Previously, the government had tried to stabilize fuel and lubricant prices, in particular by reducing consumption taxes and introducing a shock absorber mechanism, but MPs believe that these measures do not solve the problem.
