For this purpose, the ministry developed amendments to the federal law “On individual (personalized) accounting in systems of compulsory pension insurance and compulsory social insurance.” The bill proposes to give federal enforcement authorities access to primary information on public sector employees’ personalized records. This measure will allow authorities to monitor information on the real level of salaries of public sector employees and evaluate the difference in income of employees in the same position.
The article notes that now state and municipal institutions monthly provide the Russian Social and Pension Fund (SFR) with the first personalized accounting information on the amount of payments that make up employees’ salaries. This information includes data on the size of tariff rates, official salaries, additional payments and allowances of a compensatory and incentive nature, bonuses and other payments for each employee.
The SFR then creates aggregate statistical indicators and transmits them to federal authorities. The paper also says that due to legal restrictions, access to the original individual data set remains closed to all structures outside the SFR. The Ministry of Labor proposes to lift this ban, which would make it possible to determine the quantitative and qualitative characteristics of wages and workers receiving these wages.
