The government commission supported the draft law on daily rental housing of the Ministry of Construction and Housing and Communal Services, which stipulates that citizens can rent apartments for short periods of time, subject only to the rights of their neighbors. The Ministry of Construction developed this document after the Constitutional Court banned a Pskov resident from renting his house on a daily basis, following complaints from neighbors. The court ruled that short-term rentals are not prohibited by law, but this issue requires additional legislation.
The new bill proposes to specify that the owner has the right to rent his apartment on the basis of a rental agreement, including for a short period. But the condition for this will be compliance with the rights and legitimate interests of neighbors, the rules on the use of residential premises and the rules on the maintenance of common property.
