State Duma Deputy Vasily Vlasov sent an appeal to the head of the Ministry of Labor of the Russian Federation Anton Kotyakov, in which he proposed to allow refugees from the Donetsk and Lugansk People’s Republics and regions of Ukraine to work as self-employed, regardless of citizenship, reports RT.
In his application, he pointed out that, according to the legislation, citizens of the Russian Federation, as well as member states of the Eurasian Economic Union (Belarus, Armenia, Kyrgyzstan and Kazakhstan) have the opportunity to engage in activities on their own. Employees pay 4% and 6% tax, respectively, when providing services to natural persons and legal entities.
At the same time, as the parliamentarian noted, after the evacuation from the DPR and LPR and the start of the special military operation in Ukraine, hundreds of thousands of refugees arrived in Russia. Some do not have Russian citizenship. Therefore, the legislator noted that such persons do not have the opportunity to engage in activities as self-employed.
In this context, I ask you to consider the possibility of granting the right to self-actualize to refugees from the Donetsk and Luhansk People’s Republics and regions of Ukraine who came to the Russian Federation from February 18, regardless of their nationality. The employee pays tax at preferential rates of 2% and 3% within one year from the moment he becomes self-employed”.
