The Ministry of Industry and Trade of the Russian Federation determined that there should be at least 29 stores for every 10,000 Russians. In this respect writer “Rossiyskaya Gazeta” in the order of the section prepared for the calculation of the minimum number of points of sale by region.
Of these 29 stores, 13 should be non-grocery. In addition, 6 non-fixed trade facilities (kiosk, pavilion, etc.) and 0.4 fairs per 10 thousand citizens should be included.
Regions in Russia can change these base values up (but not down). Regions must calculate the minimum number of retail outlets by the end of summer, taking into account the number of residents. At the same time, the number of stores should be calculated both for the region in general and for municipalities, counties and districts.
Kirill Kulakov, deputy director general of the Center for Independent Real Estate Expertise, supported the innovation and said it would balance the ratio between the number of stores and consumer demand.
Previously, the baseline values for calculating the minimum number of stores in the regions were 202 m2, 387 m2 per 1,000 grocery store residents. m per 1000 non-food person. At the same time, each region made calculations independently, and the methodology was very complex.
