RIA Novosti Agency WroteThe State Duma Committee on State Construction and Legislation on Monday supported the adoption of the bill in its first reading as part of the introduction of the digital ruble. The amendments provide for amendments to the Civil Code. Previously, digital ruble projects were supported by the Financial Market Duma Committee. It was proposed to consider the documents by the State Duma on March 16.
Draft law on the issuance and use of the digital ruble was introduced to the State Duma in December 2022. The purpose of the bill is to promote the use of digital technologies by citizens, businesses and the government. The bill was presented by a group of deputies headed by Anatoly Aksakov, chairman of the State Duma financial market committee.
Last year, the Central Bank conducted test payments in digital rubles. Due to anti-Russian sanctions, the regulator has accelerated the start of digital ruble tests – it began on April 23, 2022. As Central Bank Governor Elvira Nabiullina previously stated, the Central Bank of Russia plans to start testing the digital ruble with real customers from April 2023.
