The LDPR fraction, led by its leader Leonid Slutsky, submitted a bill to the State Duma of the Russian Federation, according to which working pensioners are exempted from paying insurance contributions. writes about it “Russian newspaper”.
In the explanatory note to the novel, it is stated that employers pay the same wage for all their employees, including retirees, who are insured in the system. That is, parliamentarians believe that there is an “unfair, double limiting mechanism in the size of the insured pension” in relation to them.
The new law will allow pensions to be indexed for working retirees and will also create incentives for employers to hire people in this category as they will not have to pay insurance premiums for them.
It is proposed to cover additional costs from the federal budget at the expense of the Social Fund of the Russian Federation.
Tax lawyer Alexander Khaminsky said that he did not see clear arguments for how refusing to pay insurance premiums could lead to indexation of pensions of working pensioners.
Vasily Ikonnikov, former member of the Federation Council Budget Committee presented restore the indexation of pensions for working pensioners, which, according to him, will allow to attract qualified specialists to the economy. According to him, many retirees are prevented from going to work because their pensions are not indexed.
