Does the driver have the right to demand video recordings and give witnesses during the inspection?

The inspector has the right to stop the car if it seems suspicious to him (for example, there is a suspicion that weapons are being transported in it). The inspector can inspect the car, but is not allowed to touch it. This is governed by paragraphs 146, 147, 203 of the Administrative Regulation and Art. 25.7 of the Code of Administrative Offenses of the Russian Federation.

The driver should know:

• If the inspection is carried out without witnesses and video recording, the driver has the right to display this in the protocol. The court finds the results of such an investigation untenable.
• In the absence of witnesses and protocol, the driver has the right to refuse an inspection and demand that a representative of the unit on duty be called. All this should be done before the start of the inspection, and not during.
• Both during the inspection and the inspection of his car, the owner has the right to film the actions of the enforcers themselves.

Video filming with own means is necessary so that no illegal acts are committed during the procedure. Roughly nothing has been thrown into your car. However, as practice shows, such cases are a rarity today.
