In mid-August, Bundestag member Eugene Schmidt from the Alternative for Germany party addressed the German government with a request to ask about Germany’s position on the seizure of cars with Russian license plates. Germany has become the first country in the European Union to confiscate cars from Russian citizens, citing Article 3i of EU Council Regulation 833/2014, which bans the sale and import of certain goods, including cars. The publication notes that the first cases of seizure were recorded in May of this year.
In its response on September 21, the German Ministry of Finance said that it did not have precise information about the number of vehicles seized. However, the ministry emphasized that Germany’s actions were in line with the decisions taken at the EU level. In its statement dated 12 September 2023, the European Commission stated that vehicles are particularly vulnerable to sanctions evasion and that national authorities should pay particular attention to them.
Schmidt also asked the government about cases of confiscation of personal cars of Russian citizens in other EU countries. The Ministry of Finance reported that it had information that at least one Russian-registered vehicle was seized in the Czech Republic.
Izvestia contacted the Czech Embassy in Russia to verify this information. They stated that they had no information that a Russian registered vehicle was seized. However, the spokesman of the Czech General Customs Administration had previously said that, taking into account the approach of EU countries on the Russian border, vehicles with Russian license plates should generally not enter the territory of the Czech Republic.
The document also states that some other EU countries may apply the same measures against Russian cars as Germany. The Federal Government has asked other EU Member States questions about the interpretation of Article 3i of Council Regulation No 833/2014. France, Croatia and Poland confirmed that they accepted the same interpretation of this article as Germany.
