The Russian Union of Motor Insurers (RSA) believes that with the issuance of OSAGO it is impossible to “detach” the driver from the car.
The day before, a draft law was submitted to the State Duma, proposing to give the car owner a choice: take out insurance for his personal civil liability or for a car.
This harms fleets and also makes it impossible to check the availability of policies using automatic restraint cameras, the PCA explains.
In addition, the individualization of OSAGO is already being implemented through policy pricing reform. The biggest impact on the cost of the mandatory “avtocitizen” is the driver’s potential accident rate, not what kind of car he is driving, the union clarified.
If passed, the proposed law would make it impossible to track the presence or absence of an OSAGO policy on a car with cameras, which are expected to be introduced as early as next year.
