The State Duma has passed a bill regulating the work of carriers at second reading. Requirements are placed on the driver, but also on the appearance and appearance of the car.
According to the document, the driver is not allowed to drive a taxi if he has more than three fines for breaking the traffic rules. After deprivation of rights, it is possible to become a taxi driver only one year from the date of their recovery.
A taxi driver can be an independent entrepreneur who has obtained a permit and carries out the transport by passenger taxi himself, or a self-employed person, if he has a permit and has an agreement with a taxi aggregator.

The car will have to have a color scheme on the body, which is a “composition of squares of a contrasting color arranged in a checkerboard pattern”. There is an orange lamp on the roof of the car. The color scheme of the body must comply with the general requirements, if they are established by the law of the subject of the Russian Federation.

Information about the driver should be placed in the cabin – his surname, first name, patronymic, telephone number of the carrier (for receiving complaints and suggestions).
And taxi ordering services will have to provide data to the FSB in the form of automated remote access to information systems and databases.

Cities of federal importance (Moscow, St. Petersburg and Sevastopol) and their neighboring nationals will be able to set the minimum fare for the carriage of passengers and luggage by passenger taxi.
Tariffs for transport, taking into account time of day, days of the week, comfort class and other characteristics, are developed by the carriers themselves.
