1. Figure out where to go
Each city has a government body that deals with the development of road transport infrastructure. In megacities, as a rule, these are specially created road management committees. For example, in Moscow you can contact the Center for Traffic Management (TsODD) or the Department of Transport and Road Infrastructure Development in person or through an electronic reception.
In small towns, these tasks are usually performed by the improvement or traffic management departments of the local government.
To quickly draw attention to a problematic section of the road, you can simultaneously send a call to other structures: for example, to the website of the mayor of the city, to the website of the State Duma, to the prefecture. Muscovites can also leave a statement on the Moscow Transport portal.
2. Think about the arguments
According to GOST, traffic lights are installed if the traffic on a particular section of the road is recognized as heavy. At least 60 cars per hour must pass (if there is a dividing lane – 1000 cars) in both directions. Or if at least 150 pedestrians cross the road along the “zebra” in an hour.
Another reason is the high number of accidents. If there have been at least three accidents on the site in the past 12 months, a traffic light will also be placed at a not too busy intersection.
Artificial speed bumps (IDN, they are also speed bumps) are placed when:
- nearby is a residential area, children’s, sports facilities or other busy places (theatres, museums, etc.);
- Many accidents have happened in the area.
Also, “police officers” are usually placed in front of unregulated intersections, on dangerous sections of the road with a high risk of accidents.
If none of these cases are “your”, refer to the fact that the installation of the IDN will significantly increase the safety of all road users. The more compelling reasons you give, the better.
The “speed bump” in combination with the “zebra” is not an initiative of the road service, but a design provided for in the national standard GOST R 52605-2006. Usually they are installed near educational institutions for children and youth, playgrounds on local streets in residential areas. The width of the “policeman” is at least 4 m.
3. Collect information
The official overview of the accident for the period you need can be found on the official website of the traffic police. Enter the name of the settlement and go to the menu item “Summary of incidents in the region”.
4. Draw up a notice of objection
In it, indicate the exact address of the place where, in your opinion, a traffic light or speed bump should be placed and indicate the reason.
For example: “Due to the high emergency due to the increase after the construction of a new shopping center (or “frequent speed limit violations by motorists”) and the threat of collision with pedestrians, I ask you to equip the road near house no. 5 on Vesennyaya street with artificial bumps limiting vehicle speed”.
Add photos of the place and traffic police statistics to the notice of appeal.
5. Collect like-minded signatures
The passport details of the citizens who have signed the appeal, their contact numbers must be provided. It is better if the appeal can be considered at a general meeting of the residents of the house.
6. Submit a notice of objection
If you plan to give it in person, prepare two copies. On the second (it stays with you), the secretary must mark the receipt.
The notice of appeal can also be sent by registered mail (with acknowledgment of receipt). And the easiest way is to contact local authorities through the online reception, if one exists.
7. Get an answer
By law, you must respond within 30 days. In fact, you can often get an answer within a few days.
