Road owners will be fined up to 200 thousand rubles. for refusing to pass data on repairs, traffic restrictions, complaints from citizens to the Road Fund Control System (SKDF). The relevant law will be adopted by the State Duma shortly and will enter into force in 2024-2025, Kommersant reports.
In 2018, Vladimir Putin ordered the creation of a “publicly accessible” information system for monitoring the use of road funds. The new system is already in pilot mode (skdf.ru).
SKDF can also be used by motorists: get information about any Russian road, find out the repair conditions, the resources allocated for it, send a complaint (and read the complaints already received), view traffic restrictions, etc.
Road workers are required to upload relevant information to the SKDF and fines are imposed for lack of information according to a differentiated system.
So, for example, if Rosavtodor (as the owner of federal roads) does not provide information to the SKDF, it will be fined 50-150 thousand rubles, and the fine for the municipality that owns the local road will be 5-15 thousand rubles.
