Muscovites “for”: MSD will unload the roads of the capital

According to the Moscow Ministry of Transport, the Moscow high-speed crossing will be free for residents of Moscow and the region within two hours and paid for transit cars with license plates from other regions that use every entrance and exit of the MSD and cross the border within 24 hours from the Central Ring Road.

Stepan Orlov, Deputy Speaker of the State Duma of the City of Moscow, says:

– In the past 10-12 years, Moscow has achieved a major breakthrough in the development of transport infrastructure. Remember: 15 years ago we were literally on the brink of a transportation collapse. Much has been done since then – both to develop urban transport and to streamline the parking situation. An important role in this was played by the construction of new major transport routes, designed according to the latest urban planning and architectural science.

Even among all the major transport and infrastructure projects carried out in recent years, MSD occupies a special place, according to Orlov. On the one hand, these are several outgoing highways combined into one system – after completion of the project, this will even become another ring. On the other hand, this is a completely new system of outgoing chords and rocades.

The Deputy Speaker of the State Duma of the City of Moscow emphasized the correctness of the decision to limit the access of transit vehicles to MSD:

— We discussed this topic extensively at a round table in the Moscow State Duma, together with experts and representatives of the transport sector. Of course, Muscovites support this decision, because the high-speed diameter is built on Moscow money. We have the right to travel for free for Moscow transport and of course we think of our neighbors from the Moscow region. For them, MSD will also be free.

Stepan Orlov clarified that all other transit traffic can go along the central ring road, which is also actively developing and changing. In addition, all traditional arteries remain for motorists – transit transport has the option of not relying on MSD.

From this point of view, setting a fee for high-speed diameter travel is a very reasonable decision, says Stepan Orlov. – We must encourage transit traffic to stay on the central ring road and leave the Moscow high-speed diameter for Moscow and the Moscow region.

“We have discussed this issue with our constituents, Muscovites,” said the deputy leader of the Moscow State Duma. “They react very positively to it. It is still waiting for the final delivery of the project. Now it poses certain problems for those areas where construction work is underway. But the city has to develop. And as a rule, once the construction is completed, all city dwellers are happy to use the built facilities.

Moscow needs new transport veins, and the high-speed diameter is a wonderful gift made to Moscow in 2022.
