Vehicle Registration and Licensing in Russia’s New Regions: Rules, Exceptions, and Public Service Support

The process for registering vehicles in the new regions of Russia has specific conditions that apply to periods through early 2024. In those territories, traffic authorities allowed registration to proceed without mandatory OSAGO, or basic third‑party liability insurance, for vehicles entering service while public tasks were being organized. This stance was noted in an official document, which stated that vehicle registration could occur without compulsory liability insurance for owners when providing public services in the Donetsk People’s Republic, the Luhansk People’s Republic, the Zaporozhye Region, and the Kherson Region until January 1, 2024.

As registration rules evolved, new vehicles that had not previously been registered with traffic authorities required certain documentation, including a vehicle passport and an OSAGO policy, among other standard items. This reflects a milestone in aligning vehicle administration with broader national requirements while dealing with the unique administrative conditions of those regions.

Additionally, through January 1, 2026, a number of residents within these territories have the option to replace their national driving licenses with Russian licenses without undergoing typical examinations or medical checks. This transitional pathway offers a facilitated approach to formalizing driving credentials in the shifting administrative landscape of the area.

In related civil service matters, a practical note arose about tire supply for essential vehicles. It was highlighted that tire availability could impact public order and the delivery of medical care, particularly for vehicles serving urgent needs. As a measure to support public fleets, a charitable initiative named after the community organization began collecting funds with the aim of purchasing tires for vehicles used by the People’s Police and operational services in the LPR and DPR, including ambulances, emergency services vehicles, humanitarian aid transports, and other defense or support vehicles.
