After receiving a copy of the administrative violation decision, the fine can be challenged within 10 days, according to Pavel Utkin, senior attorney at Parthenon United Legal Center, the Prime agency. If the complaint is submitted within this period, the decision will not take effect. If the term is exceeded, a petition must be attached to the complaint to justify the missed deadline for appealing the decision. Yet there is no certainty that the petition will be granted. If the authorities persist, the fine can still be challenged through additional legal steps.
Complaints are directed to the authority that issued the violation notice.
In Moscow, the responsible bodies include the traffic police, the Moscow Administrative Roads Inspectorate (MADI), and the Moscow Parking Manager (AMPP). Traffic police fines can be challenged in person at the department or via the public services website. Fines tied to traffic cameras appear on the court’s website, while fines issued by AMPP appear on mos.ru, Avtokod, or Moscow Transport portals.
Fines issued by MADI can be contested in the same manner as those from AMPP, or by using the electronic receipt from the Moscow government.
