The metropolitan traffic police report that, in the first seven months of the current year, they collected 79 032 administrative materials under Part 1 of Article 20.25 of the Code of Administrative Offenses of the Russian Federation, which concerns the evasion of serving administrative punishments. Of this total, 32 455 cases involved individuals who already faced more than 50 fines for traffic violations, according to the department’s official Telegram channel.
Following the seven months of the year 2022, authorities achieved a recovery rate of 87.6 percent on fines issued, demonstrating efforts to collect penalties promptly and efficiently.
When a person is placed under administrative responsibility, the administrative fine must be paid no later than 60 days from the date the decision becomes effective. This deadline is designed to ensure timely compliance and to reinforce the consequences of failing to meet obligations imposed by the administrative process.
If the debt is not settled within the allotted period, the offender faces additional penalties. The consequences can include a doubled fine with a minimum threshold of a thousand rubles, or, in more serious cases, administrative arrest for up to 15 days, or compulsory labor for up to fifty hours. These measures act as deterrents to nonpayment and noncompliance with administrative decisions.
