The driver’s complaint prompted traffic police to apply a separate fine for each violation, and authorities contended that the cameras were installed in accordance with established regulations. Under the official timetable, the first citation was captured on July 23 at 8:08:29 on Entuziastov Highway, at building 38. A second detection followed 18 seconds later near the same thoroughfare, at Entuziastov Highway, building 40, structure 1, recorded at 8:08:47. In both instances the speed limit was 60 km/h while the vehicle traveled at 82 km/h, resulting in two separate fines of 500 rubles each.
Authorities stated that the photo and video recording complexes were installed in full compliance with GOST R 57145-2016 and with the methodology approved during a session of the national project committee focused on safer, higher-quality roads.
According to Part 1 of Article 4.4 of the Code of Administrative Offenses, when a driver commits two or more administrative offenses, a separate fine is issued for each violation. The road safety agency also noted that if the driver chooses to challenge the penalties, there is a legitimate avenue for appeal against these fines.
There was a past note about earlier incidents in the Leningrad region involving vehicles with foreign plates, including Swedish and German registered cars, though these references are unrelated to the current case.
