The channel explained that the Moscow City terminal encountered a breakdown at its exit, which in turn created a long line of taxi operators anxious to move. After about twenty minutes of waiting, a charging mechanism had already begun to accrue fees for idle time.

Earlier, Vladimir Lugovenko, deputy head of the Department of State Policy in the field of automobile and urban passenger transport, said that new taxi rules have led to higher fares in many areas. He noted price rises affecting about half of Russian regions, with roughly 45 percent seeing no change and the remaining regions experiencing declines. The national average increase in taxi prices was reported to be around five percent.
Additionally, a proposal discussed in the State Duma suggested fines for taxi drivers who park in garden areas, aiming to curb interference with green spaces and pedestrian zones.
