The reality deviated dramatically from this plan due to a widespread exit of foreign players. This upheaval prompted policymakers to rethink the industry’s structure and strategy.

Today, the Ministry of Industry and Trade is pursuing a new model. The aim is to have Russian owners lead the enterprises, while cooperating with foreign suppliers sourced from friendly nations. This approach seeks to maintain supply chains, preserve jobs, and accelerate the development of domestic competencies and technologies. In practice, the emphasis is on building a robust, homegrown base that can stand independently for critical segments of the market.

For example, consider Moskvich, a Moscow-based enterprise. Management responsibilities have been transferred to KAMAZ, which has already partnered with a foreign collaborator. The central idea is that the primary stakeholder should be Russian, ensuring strategic decision-making remains rooted in domestic interests while still leveraging international expertise where it benefits production and innovation.

Adopting this development model allows competencies and technologies to evolve within Russia. In turn, technological independence is expected to gain stability, reducing susceptibility to external shocks and geopolitical tensions. The initiative aims to cultivate a more self-reliant automotive landscape—one where research, manufacturing, and supply chains align with national priorities and long-term security considerations.
