The Russian automotive sector is urging changes in recycling fees, procurement rules, and taxi regulations to boost growth and localization.

At a recent meeting of the committee focused on expanding cooperation within the Russian automotive industry and advancing local production, the head of AvtoVAZ highlighted the urgent need to update recycling fee indices, modernize public procurement legislation, and revise taxi legislation. The discussion was supported by the company’s press service, which outlined the executive’s emphasis on creating clearer, more effective frameworks that would support domestic manufacturing and recycling initiatives while aligning with state and municipal purchasing needs.

Key recommendations from the executive center on raising localization standards for both conventional vehicles and electric models, as well as for rental taxis and transport service contracts used by government entities. The proposal argues that stricter localization requirements will encourage greater domestic content in the manufacturing process, stimulate supplier development, and ultimately raise the share of Russian-made components in local vehicles. This move is portrayed as beneficial for the overall competitiveness and resilience of the national automotive industry.

In addition, the executive confirmed ambitious production targets and strategic product rollouts. The plan calls for manufacturing about 400,000 vehicles within the year, alongside preparations for introducing a new Lada line. The debut of the Lada Iskra family is slated for late 2024, with sales expected to begin in early 2025, as part of a broader push to refresh the brand’s lineup and expand its market presence. Earlier announcements indicated continued work on popular models and a growing number of new platforms in development, signaling a continued focus on electrification and modern powertrain options.
