Taxi Law Delays and Localization: Regional Registers and Driver Rules

The All-Russian Passenger Association has urged the government to push back some provisions of the so-called taxi law by one year, requesting a delay until September 1 of the next year. The association cites a letter from Ilya Zotov, its head and a member of the Public Service, as the basis for this appeal.

The letter was addressed to Andrei Turchak, the first deputy chairman of the Federation Council and secretary of the General Council of United Russia.

The taxi law, which came into force in 2022, contemplates the creation of three regional registers: one for taxi order services, one for carriers, and one for passenger taxis.

Information from regional registers will be compiled by a federal state information system for passenger taxis, with the Ministry of Transport designated as the system operator.

Under the law, a taxi driver seeking work must sign a formal employment contract with a carrier. A driver who has a criminal record or more than three unpaid administrative fines would be barred from working as a taxi driver.

Regions may set requirements for the color scheme and environmental class of vehicles. Taxi services will also grant the Federal Security Service access to databases used to receive, store, process, and transmit orders.
