Changes to the Tax Act take effect in 2023, and several fees are set to rise as a result. The year brings a package of adjustments aimed at updating how costs associated with vehicle operations and compliance are calculated, reflected in regulatory and administrative practices across the country.
A new excise duty will also be introduced starting January 1, 2023. This duty applies to vehicles used for transporting hazardous substances and is part of broader safety and environmental stewardship measures. The amendments to the Tax Act received approval in the summer of 2022, signaling a planned transition that would gradually align fees with the updated framework while ensuring responsible handling of dangerous goods.
If a company gains permission to alter a vehicle’s design, a payment of 1000 rubles is required. This fee covers efforts related to understaffing and reconfiguration tasks such as installing braking and safety enhancements, updating signaling systems, and other modifications necessary to meet new standards.
In a discussion with the Prime agency, Andrey Sharkov, managing partner of SHAGI law firm, stated that the authorization to operate vehicles carrying dangerous goods will incur a fee of 1500 rubles. This reflects the added administrative work involved in certifying compliance for modified fleets and the broader regulatory oversight involved in dangerous goods transportation.
Additionally, a 1000 ruble charge applies to the production of documents needed to replace lost or damaged paperwork, as well as for the renewal of certificates essential for continued operation in the sector.
The cost for issuing a safety certificate for a vehicle with a modified design has risen from 800 to 1500 rubles. This certificate is required when registering self-made vehicles, when making equipment changes to a vehicle, or when importing a foreign vehicle into the country. The shift reflects the heightened diligence and documentation necessary to ensure compliance with updated safety and environmental standards.
