In addition to the potential for warnings, the proposal also suggests reducing the penalty for violations related to stopping or parking vehicles, specifically Article 12.19, in the capitals of Moscow and St. Petersburg, with a proposed cap of 2,000 rubles. The adjustment aims to create a more balanced approach to penalties in densely populated urban centers, where minor infractions can accumulate and create burdens for drivers and municipal services.
