State Duma Advances Taxi Carrier Regulations: Driver, Vehicle, and Pricing Standards

The State Duma has advanced a bill that governs how taxi carriers operate, moving to a second reading stage. The proposals affect not only drivers but also the appearance and condition of the vehicles themselves, laying out clear standards for both personnel and fleet presentation.

Under the bill, a taxi driver must not operate a taxi if they have more than three traffic violations. If a driver loses their license, a waiting period of one year from the date of license restoration applies before they may drive a taxi again, assuming all other criteria are met.

Taxi work can be undertaken by an independent entrepreneur who holds the necessary permit and provides passenger taxi services personally, or by a self-employed person who has a permit and an agreement with a taxi aggregator.

Car

Authorized vehicles are required to feature a distinctive body color scheme described as a checkerboard pattern created from contrasting colored squares. A roof beacon in orange is to be mounted on each taxi. The overall color scheme must align with general standards set by regional law, provided these standards exist in the relevant federal subject.

Information

Driver details must be visibly displayed inside the cabin, including the driver’s surname, given name, patronymic, and the carrier’s phone number for receiving complaints and feedback.

Taxi booking platforms are obliged to provide data to the federal security service in the form of automated remote access to their information systems and databases.

Prices

In federally designated cities such as Moscow, St. Petersburg, and Sevastopol, local authorities and neighboring jurisdictions may set a minimum fare for passenger and luggage carriage. Fare structures, including variables like time of day, day of the week, and service class, are determined by the carriers themselves in accordance with applicable rules.
