Snowy weather or a vehicle coated in snow or mud does not guarantee protection from traffic fines. In fact, a traffic officer can issue a penalty at any time, even during active snowfall.

According to Serhiy Radko, a lawyer for the Freedom of Choice movement, drivers must ensure their license plates are clean and visible on the road.

Even if a plate is obscured during a stop, the violation remains prosecutable and a fine can be imposed under the law. As stated by the Code of Administrative Offenses (Part 1 of Article 12.2), the penalty is 500 rubles.

Before setting off, drivers should verify the legibility of road signs and confirm that the vehicle is roadworthy. Proper maintenance includes keeping the numbers readable, as noted by the expert.

Additionally, if the same issue recurs later on the journey, a second officer may issue another fine, since each incident is treated as a separate violation.

The goal is to equip the People’s Police, emergency teams, and humanitarian aid transports serving Donbas regional populations, along with military equipment.
