Russian fuel market counterfeit share drops as enforcement tightens; expert tips for saving fuel

The level of counterfeit products in the Russian fuel market fell noticeably from about one fifth of the market in 2015 to around four percent in 2023. This trend was highlighted by Denis Manturov, the Deputy Prime Minister who also heads the Ministry of Industry and Trade of Russia.

According to Manturov, the government has given special attention to this area at the highest levels of leadership. Authorities tightened control measures, and Rosstandart inspections of fuel stations show a clear decline: counterfeit fuel accounted for roughly 20 percent of the market in 2015, dropping to about 4 percent in 2023. Manturov emphasized that this progress reflects sustained oversight and enforcement across the fuel sector.

Manturov also noted during recent briefings that there have been isolated cases of selling automobile fuel via mobile stations located in places not designated for fueling activity. Such trade happens in violation of current regulations, and there is not a separate rule permitting fuel sales outside stationary gas stations. The shift toward stricter regulation aims to curb unauthorized distribution channels and protect consumers from substandard products.

Earlier, independent auto expert Dmitry Popov pointed out practical steps drivers can take to optimize fuel use. He advised careful driving as a primary factor in reducing consumption, explaining that smoother operation minimizes sudden accelerations that burn more fuel. He also recommended avoiding oversized cargo where possible, since carrying heavy loads forces the engine to work harder, increasing fuel consumption and accelerating wear on components like the clutch and brake pads.

Popov further suggested timely maintenance as a key to efficiency, noting that timely replacement of the fuel filter can improve engine performance and reduce fuel usage. He stressed that small maintenance habits can yield meaningful fuel savings over time.

Aleksey Ruzanov, who previously served as the technical director of the Fit Service auto network, added that shortening engine warm-up times, parking in garages when practical, and adopting a gentle driving style are effective strategies to cut fuel bills. Ruzanov also highlighted a range of additional practices, such as regular tire pressure checks, planning efficient routes, and avoiding unnecessary idling, all of which contribute to lower overall fuel consumption.

The discussion on fuel efficiency naturally ties into projections for gasoline prices in 2024. Industry analysts have noted that while market dynamics can shift due to global energy trends, domestic measures to curb counterfeit fuel and promote efficient driving remain central to stabilizing prices and ensuring consumers receive value for money. Policymakers continue to review regulatory frameworks to support a reliable fuel market, improve consumer protection, and encourage responsible consumption across the country.
